City of Ice on the Solana River

Lore: Following after the "Unification of Ice Crystal City" in 1500 GRS, Ice Crystal City remodeled much of the old Intelonian Architecture that was adopted from Tretstonian Cities, wanting to make themselves more unique, the Novalians tore down the skyscrapers that were known in the Ithorii and Noval sections of the city and replaced it with several hundred blocks of low level Novalian Architecture.  This massive switch from Technological to a Cultural City moved to expand the city further out instead of further up.  By the time it was 1560 GRS, much of Ice Crystal City had expanded out to accommodate up to 4.6 Million people.  Following that same GRS Year, the City Council passed a law to prevent any skyscraper to be built pass the Royal Palace's Central Rotunda Level which was 10 stories tall (Vs the entire Palace is 25 Stories tall).  This made the city more focused on building structures that were better touched with the environment and culture.  Which is one of the reasons which lead to the Galactic Republic to recognize Novalis as part of of the "Galactic Wonders of the Whirlpool"
